Preparation of a comprehensive crisis management document for Aguas de Valencia’s bulk water supply system, aimed at strengthening the organisation’s preparedness and improving its response capacity in situations that could compromise the continuity, quality or security of the water supply.
The work included the identification and characterisation of the critical infrastructure comprising the system, together with an analysis of its main vulnerabilities. Potential failure modes and crisis scenarios were assessed, considering both their potential causes and their consequences for service provision, infrastructure, the population supplied and the organisation itself.
Based on this assessment, measures were proposed to prevent and mitigate the effects of potential incidents, and criteria were established to facilitate an orderly and effective response. Risk communication requirements, internal coordination procedures and the roles and responsibilities of the committee responsible for managing crisis situations were also defined.
The document provided Aguas de Valencia with a structured framework for anticipating adverse scenarios, organising decision-making and coordinating available resources, thereby strengthening the resilience of the water supply system and supporting the continuity of an essential service
