Risk Analysis of Salto Grande Dam for the IDB and ORSEP (Argentina) – 2020

The work was carried out as part of the preparation of the Inter-American Development Bank (IDB) regional loan operation RG-L1124, aimed at the rehabilitation and modernisation of the Salto Grande Hydroelectric Power Plant. The infrastructure comprises a composite dam with embankment and concrete gravity sections, with a maximum height of 69 m, and has an installed capacity of 1,890 MW.

The consultancy included a review of the available information and its presentation during the Failure Mode Identification sessions, as well as the preparation, coordination and facilitation of these sessions. The results provided the basis for the qualitative risk analysis and the preparation of the corresponding Failure Mode Identification report.

Subsequently, the architecture of a quantitative risk model was designed and the input data required to assess the existing risk were incorporated. The results for the current situation were presented and analysed during a working session held at Salto Grande, at which potential risk reduction measures were also examined. These results were documented in a progress report.

Based on the risk analysis, risk reduction measures were assessed and investments were prioritised. Finally, the Salto Grande risk analysis report was prepared and a working session was organised to present the final results.
