The general objective of the consultancy is to develop a Disaster and Climate Change Risk Analysis (DCCRA) for the Ventanas–Garita Hydropower Plant (VGHP) of the Instituto Costarricense de Electricidad (ICE). This process is carried out through the application of a Failure Modes Identification Workshop, based on a thorough documentary review and a field visit, enabling the preparation of a detailed dam and infrastructure safety report with recommendations for risk management. This work is undertaken as part of the activities aimed at enhancing the resilience of the project, as well as contributing to the sustainability of operations and to strengthening ICE’s technical capacity in this area, in accordance with the applicable safeguard framework of the Inter-American Development Bank (IDB), and more specifically in compliance with Disaster Risk Management Policy OP-704 and the Environmental and Social Policy Framework (2021). Specifically, the consultancy pursued the following objectives:
- To carry out a documentary review of the technical documents and validate the general characteristics of the project and its operation and maintenance, particularly with regard to dam structural safety and emergency management.
- To conduct a technical site visit to the Ventanas–Garita Hydropower Plant (VGHP), inspecting the main points and elements of interest for the identification of failure modes and overall plant safety.
- To qualitatively assess disaster and climate change risk through a Failure Modes Identification Workshop.
- To develop a Disaster Risk Management Plan (DRMP) for risk mitigation and management.
