{"id":5764,"date":"2020-09-15T12:30:20","date_gmt":"2020-09-15T11:30:20","guid":{"rendered":"http:\/\/www.ipresas.com\/?p=5764"},"modified":"2025-01-14T17:35:13","modified_gmt":"2025-01-14T16:35:13","slug":"ipresas-spanish-national-flood-congress-orihuela","status":"publish","type":"post","link":"https:\/\/www.ipresas.com\/en\/ipresas-spanish-national-flood-congress-orihuela\/","title":{"rendered":"Ignacio Escuder gives a conference at the Spanish National Flood Congress held in Orihuela (Spain)"},"content":{"rendered":"<p><em>Under the theme &#8220;Prevention and adaptation&#8221;, the Spanish National Flood Congress was held in the city of Orihuela between September 10<sup>th<\/sup> and 11<sup>th<\/sup>.<\/em><\/p>\n<p>The <strong>City Council of Orihuela<\/strong>, the <strong>Alicante Provincial Government<\/strong> and the <strong>University of Alicante<\/strong> (UA), in collaboration with the UA Institute of Water and Environmental Sciences, were the organizing bodies of the Spanish National Flood Congress on September 10<sup>th<\/sup> and 11<sup>th<\/sup> held in the city of Orihuela.<\/p>\n<p>The Congress date and location are not by chance. It took place a year after the cold front episode that severely punished the southeast of the Spanish peninsula. And it was celebrated in the capital of the Vega Baja region, the most affected area along with the Region of Murcia.<\/p>\n<p>The National Flood Congress, under the theme &#8220;Prevention and adaptation&#8221;, was divided into three thematic chapters ordered as follows:<\/p>\n<ul>\n<li><strong>Chapter I<\/strong>: Hydrometeorological phenomena and territorial planning.<\/li>\n<li><strong>Chapter II<\/strong>: Mitigation measures and infrastructures.<\/li>\n<li><strong>Chapter III<\/strong>: Socio-economic, environmental and legal evaluation.<\/li>\n<\/ul>\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-28f84493 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:66.66%\">\n<p>As part of Chapter II, <strong>Ignacio Escuder<\/strong> (Founding Partner of <a href=\"http:\/\/www.ipresas.com\">iPresas<\/a>) gave a lecture that dealt with, paraphrasing the title, \u201cThe risk and disaster management policies of different multilateral organizations and their impact on the development of flood protection infrastructures\u201d.<\/p>\n\n\n\n<p>The presentation started with a brief introduction on the types of risks we face, the consequences that have occurred worldwide recently, and explaining the memorandum of understanding between the <strong>USA<\/strong> and <strong>Spain Governments<\/strong> on risk and dam safety management.<\/p>\n\n\n\n<p>Subsequently, the risk management policy of the <strong>Inter-American Development Bank<\/strong> (IDB) and the methodology developed to include the vision of risk analysis in infrastructure projects were reviewed. To illustrate this methodology, a real case study in the city of <a href=\"http:\/\/www.ipresas.com\/en\/proyectos\/quantifying-flood-risks-to-support-decision-making-the-tegucigalpa-case\/\">Tegucigalpa (Honduras)<\/a> carried out by iPresas in collaboration with the IDB was presented.<\/p>\n\n\n\n<p>Finally, two of the latest research works on dam safety management carried out by the iPresas team in collaboration with other members of the scientific community were summarized.
